Foundational Education in Emergency Management

The National Emergency Management Basic Academy (NEMBA) is a gateway for individuals pursuing a career in emergency management. Similar to basic academies operated by the fire service and law enforcement communities, the National Emergency Management Basic Academy will provide a foundational education in emergency management.

The goal of the Basic Academy is to support the early careers of emergency managers through a training experience combining knowledge of all fundamental systems, concepts, and practices of cutting-edge emergency management. The Academy provides shared classrooms of adult learners and skillful instructors resulting in a solid foundation upon which to build further studies and sound decisions.

Target Audience

The National Emergency Management Basic Academy is designed for newly appointed emergency managers with less than three years of experience, including members of:

• State, local, tribal, and territorial homeland security or emergency services programs
• Nongovernmental organizations voluntary agencies, or professional organizations
• Private sector emergency management offices
• College or university emergency management staff
• FEMA, federal partners, military and emergency managers at other departments or agencies

Classroom Course Requirements

The Basic Academy consists of the following 5 classroom courses, comprising 3 weeks (15 days, 120 hours) of learning. Attendance at each course is mandatory.

Ideally, E0101: Foundations of Emergency Management, should be taken first. However, this is not required.

  HSEEP Program Details

Required Prerequisites

There are 12 required prerequisites which collectively satisfy the requirements for all of the NEMBA classroom courses.

The following 11 independent study courses must be completed in their entirety prior to submitting an application to E0101. IS29 must be completed before submitting an application for E0105: IS29 (prerequisite for E0105), IS100, IS120, IS200, IS230, IS235, IS240, IS241, IS242, IS244, IS700, and IS800

NEMBA Selection Process

The National Emergency Management Basic Academy is a foundational curriculum for individuals pursuing a career in emergency management. As such, the NEMBA program is not limited to a formal NEMBA candidate application.

Rather, we encourage all qualified individuals who meet the selection cretieria and prerequisite requirments to apply for all of the NEMBA classroom courses.

How to Apply

1. Verify Qualification

   • Review and verify the candidacy requirements for selection to the NEMBA classroom courses
   • Complete all required prerequisites before applying for NEMBA courses. Proof of prerequisite completion must be submitted with your application

2. Coordinate

   Students coordinate NEMBA course applications through their State Training Officer (STO), or head of your sponsoring organization, at least six weeks prior to course.

3. Apply Online

   Students register though the NETC Online Admissions Application using their SID or PIV information

   • Upload your prerequisite certificates during registration
   • All EMI applications require an electronic approval from the head of your sponsoring organization. You will need the name, title, and email address of this person to submit the application.
   • Non-Federal applicants for EMI courses must use the appropriate State Training Officer (STO) as “Head of Organization”.

4. Complete the Application

   You will be notified of the selection status via the email address provided during application

Tuition and Travel Reimbursement

There is no cost of tuition for the Basic Academy courses.

Some individuals taking courses at the National Emergency Training Center (NETC) in Emmitsburg, Maryland may be eligible for stipend reimbursement. For information about travel reimbursement eligibility and procedures, see the NETC Welcome Package.
